[Bug]: Not all fields available when editing a conditional access policy

Required confirmations before submitting

• I can reproduce this issue on the latest released versions of both CIPP and CIPP-API.

  I have searched existing issues (both open and closed) to avoid duplicates.

  I am not requesting general support; this is an actual bug report.

Issue Description

The Conditional Access Policy template editor fails to display configuration fields (e.g. external tenants, type and tenant id) in 'Edit' mode if those fields were left blank or unconfigured during the initial template creation. This prevents us from adding new configurations to existing policies.
